What Members Need to Know!

 With the passage of the Reduction of Paperwork in Public Schools bill during the General Assembly session in 2000, it has become imperative that NCAE members know and understand their rights in regard to required paperwork. The law addresses responsibilities of teachers, local boards of education, and the State Board of Education. 

1. Teachers shall:
  • have access to the information in the student information management system (SIMS) to expedite the process of preparing reports or otherwise providing information. 
  • NOT be required to:
  • provide information that is already available on SIMS, 
  • provide the same written information more than once during a school year unless that information has changed during that period, or 
  • complete forms for children with disabilities that are not necessary to ensure compliance with the federal Individuals with Disabilities Education Act (IDEA).
  • 2. Local Boards:
  • may require information to be provided that is available on SIMS or the same information twice if it can demonstrate that there is not a faster way of getting the information.
  • are required to eliminate any duplicate or obsolete reporting requirements (to the maximum extent possible)
  • shall appoint a person or establish a paperwork control committee to monitor all reports and other paperwork produced or required by the central office
  • 3. the State Board of Education must:
  • eliminate any duplicate or obsolete reports
  • develop a plan for a paperless student information management system by 2005-6
  • work on compliance requirement for the federal Individuals with Disabilities Education Act

    A list of basic tasks that the current version of SIMS (6.41) is capable of performing is provided below.

    Although we are using SIMS programs, the Department of Public Instruction (DPI) is working to implement a new program to replace the outdated SIMS. 

    Among the advancements in this student information management program,  NC WISE will 
     

    • eliminate redundant and inconsistent data found with SIMS, 
    • provide easy-to-use methods to share information between the schools, district central office, and DPI, 
    • foster easy and effective methods to communicate information, including web-based Internet technologies, 
    • and support the creation of the statewide educational community Intranet. 
    Implementation of NC WISE shall occur within the next four years with the following components:
    • Current pilot program (August-December 2000) in three local educational agencies: 
      • Catawba County Schools
      • Chapel Hill-Carrboro City Schools
      • Wake County Public Schools
      • At the conclusion of pilot, DPI will provide a list of criteria for readiness to implement NC WISE, 
    • Three waves of implementation
      • WAVE A (LEA’s) around pilot schools begins February 2001
      • WAVE B  projected to begin implementation in February 2002
      • WAVE C  projected to begin implementation in February 2003
    • Prior to  beginning of each wave, schools are to submit a checklist indicating their capability for implementation
    • LEA’s can do the following now:
      • Provide Local Area Network (LAN) connectivity throughout school buildings and central office
      • Train staff in use of Windows 95/98 or Macintosh, and Web browsers
      • Plan and install an LEA Wide Area Network (WAN)  with Internet connectivity
    Because this is an ongoing process, updates will be posted at www.ncwise.org for your convenience and information.

    The Elementary School/The School System:
    (The Elementary School version is used in Elementary Schools and the School System is primarily used in middle schools, high schools, and junior high schools)

    1. Enroll and withdraw students

    4. Demographic information (Four Types)

    • a. Basic Demographic Data
      • i. Student full name

    c. Indicates report period, course descriptions, marks/comments, periods absent.

    a. regarding attendance
    b. consultation with parents
    c. student needs in regards to counseling
    3. Batch Transaction Corrections by Name
    a. Review and correct name, SSN mismatch
    4. Batch Transaction Corrections by Social Security Number
    a. Review and correct name, SSN mismatch
    5. Class List Update
    a. Add, drop, and/or transfer students to class
    b. Eliminates the need to update each student’s schedule individually; changes automatically reflected in school
    6. Counselor List Update
    a. Add/delete students from counselors
    7. Daily attendance
    a. Attendance for each day
    b. Once a full day
    c. Once a day/half day
    d. Twice a day
    8. Daily attendance by group
    a. Enter attendance information for group with same extended demographic data or student group code (i.e. softball team)
    b. Enter absences or tardies for specified student
    c. Clear and/or change previously unexplained absences
    d. Display excused/unexcused attendance by day, week
    e. Display attendance for specified date range 
    9. Discipline Inquiry/Update
    a. Display/modify student discipline records and enter comprehensive notes about record
    i. incidences that necessitate the discipline
    ii. any discrepancy in action that was taken because of incident
    10. Driver License Suspension Waiver
    a. Waives suspensions of a student driver’ license for specific period of time, for reasons that waiver was granted or suspension was not affected by legislation
    11.  Drop Out Students
    a. View and edit the list of student identified as dropouts
    12.  Exceptional Children Add Student
    a. Enter students into exceptional children program
    b. Maintain an exceptional student record of exceptionality and compliance
    c. Maintain a list of related services that a served exceptional student is receiving as well as the date range for the provision of service
    d. Maintain an exceptional student record of received services to served or unserved (service ended, yet student remains in Exceptional Children program) data for specific school year
    13.  Enroll  New Students
    a. Date and circumstances a student withdraws or reenters
    b. Maintains student fee account for school
    i. enter, apply, cancel payments
    ii. adjust fees
    iii. examine account status of any student
    14. Health Tests
    a. Enter following data for students by date, vision, hearing, height, and weight
    b. Enter and modify student’s historical  marks and attendance data
    c. Enter student inoculation history by date
    15. Mark Input
    a. Used to enter skill, course marks, and comments for specified report period to be included in report cards
    16. Previous Marks and Attendance Data
    a. Add, update, delete detailed final grade and summary of attendance data form previous years
    b. Enter complete transcripts for new and transferring students
    c. Enter teacher predefined comments about student performance from report cards for individual students
    17. Student Drivers
    a. License activity
    i. record driver license information
    ii. when issued Driver Eligibility Certificate
    iii. student driver license number
    iv. if license is suspended, when and why
    18. Student Overrides
    a. Manually specify if student has met specific requirements
    b. Handles special conditions where courses the student has taken don’t accurately reflect students fulfillment of requirements

    a. add, change, delete personal data for single student (historical data only)
