2008 District Director Candidate Profiles

District Director 1-B - Candidate Sandra Hatley

“NCAE must maintain its position as the premiere education advocate. I ask you to elect me so I can continue to work on your behalf.”

An educator for 46 years, Sandra Hatley teaches exceptional children at Forest Hill Elementary School in Burke County. Her local affiliate experience includes currently serving as treasurer/membership chair, and she has held the positions of president and secretary. On the state level, she has served as a member of the NCAE Board of Directors, and as District 1-B president and as District 3 vice president. She has attended 10 NEA Convention as a delegate.

District Director 3-B - Candidate Annette Cowan Mason

“Annette L. Mason began her membership in NEA in 1978. Presently, she is an AVID coordinator/teacher in CMS. ‘Proven Leadership’ is her motto.”

Annette Cowan Mason is a 29-year veteran of NCAE who teaches at Cochrane Middle School in Mecklenburg County. She has served as local vice president, membership chair and as a member of the Executive Board. Her experience on the state level includes serving as district president, district vice president and district secretary.

District Director 4-A - Candidate Debbie Wilson

“I am an advocate for strong public education, support for a diverse school population, and all teachers’ rights to safe, orderly, well-managed workplaces.”

Currently serving as District 4-A director on the NCAE Board, Debbie Wilson is an association rep, and has held the positions of president and vice president in the Rockingham County Association of Educators. She has been a member of NCAE for 11 years and teaches at Western Rockingham Middle School.

District Director 5-A - Candidates Kim Hargett and Wayne Webb

Kim Hargett

“I want to help bring more people into NCAE. If educators want an appropriate and efficient public education budget then NCAE membership is a must.”

For 19 years Kim Hargett has been a member of NCAE. She is a teacher at Marshville Elementary School in Union County and currently serves as 5-A District director on the NCAE Board. She is chair of her local’s Government Relations Committee, and has also served as president.

Wayne Webb

“My experiences with NCAE and NEA have helped me grow. I feel that I have the experience and leadership qualities necessary to represent District 5-A.”

Wayne Webb teaches at Cardova Elementary School in Richmond County and has been an NCAE member for 28 years. In his local, he has held the positions of president, vice president and treasurer. On the state level, he has served as District 5-A director, District 5-A president and District 8 president. His national experience includes serving as state contact committee chairperson, NEA local delegate and NEA state delegate.

District Director 5-A - Candidates Barbara Davis and Julius Webb

Barbara Davis

“I feel that I can bring fresh and new ideas that will benefit all members across the state. Vote for Barbara Davis on election day.”

An exceptional children’s teacher assistant and bus driver at Pinkston Street Elementary School in Vance County, Davis has served as an association rep, treasurer and as a member of the Budget Committee on the local level. Her experience on the state level includes holding the position of ESP state treasurer, serving as a member of the ESP Board of Directors and attending the NCAE Convention as a delegate. Davis has been a member of the Association for 10 years.

Julius Webb

“My experience as a classroom teacher, counselor, assistant principal, principal and director will enable me to be the best servant for each of my constituents/colleagues.”

Webb, program director in the Halifax County Schools, wants to develop, in collaboration with current leaders, avenues of recruitment of colleagues in bringing about positive changes that are of substance and beneficial to each member of NCAE/NEA. He states that he is committed to the goals and mission of NCAE/NEA and will continue to be a team player for the ultimate growth of his professional organizations. He also expressed his belief that his knowledge and years of experience will propel NCAE/NEA to the next level of accomplishment.
